Red Flags: How Land Fraud Happens in Uganda

Land fraud is one of the most common financial crimes in Uganda. Here are the tactics to watch for.

Fake titles. Fraudsters print fake-looking certificates of title. Always verify the title at the Ministry of Lands — never trust a document alone.

Double selling. A seller sells the same piece of land to two or more buyers. The second buyer loses their money. A Ministry of Lands search will show if the land has recently been transferred.

Impersonation. A stranger poses as the registered owner and sells land they do not own. Always confirm identity with a government-issued ID and match it to the name on the title.

Selling land with sitting tenants. Mailo land often has bibanja tenants who have legal rights to stay. Buyers who don't check may find they cannot evict or develop the land.

Boundary manipulation. Sellers show you a larger piece of land than what is on the title. A beacon survey by a licensed surveyor confirms the real boundaries.

Pressure tactics. "Another buyer is interested, you must pay today." Legitimate sellers give you time to verify. Pressure to rush means risk.
